Buyers usually find out what a valuation costs when the invoice arrives. The fee comes from a published scale.
The Board's scale of fees sets valuation charges in tiers, with different scales for different purposes and a minimum per property. Below are the official rates, worked examples for typical properties, and the extras a valuer can add.
Key regulatory takeaways
- Capital valuations on an "Improved Value" basis: 1/4% on the first RM100,000, falling in tiers, minimum RM400 per property (LPPEH/BOVAEP Seventh Schedule, Rule 48).
- Valuations for the Securities Commission, Bank Negara Malaysia, or of plant and machinery: from 3/8%, minimum RM2,000 per property.
- Update valuations: at least 15% of the scale fee. Revaluations: at least 30%. Either way, at least RM400.
- A written indicative value is not a valuation (MVS Standard 12.3.8; Notification 08/2026).
How is the property valuation fee calculated in Malaysia?
The fee is charged in tiers under the Board's scale of fees (Seventh Schedule, Rule 48). For most capital valuations it is 1/4% on the first RM100,000, 1/5% on the balance up to RM2 million and 1/6% up to RM7 million, with a minimum of RM400 per property.
Each rate applies only to the slice of value inside its band, and the slices are added together.
| Value band | Other capital valuations ("Improved Value") | Securities Commission, Bank Negara, plant and machinery |
|---|---|---|
| First RM100,000 | 1/4% | 3/8% |
| Balance up to RM2 million | 1/5% | 3/10% |
| Balance up to RM7 million | 1/6% | 1/4% |
| Balance up to RM15 million | 1/8% | 3/16% |
| Balance up to RM50 million | 1/10% | 3/20% |
| Balance up to RM200 million | 1/15% | 1/10% |
| Balance up to RM500 million | 1/20% | 1/15% |
| Balance over RM500 million | 1/25% | 1/20% |
| Minimum fee | RM400 per property | RM2,000 per property |
How much does a valuation cost for a typical home?
Under the "Improved Value" scale, valuing a RM500,000 condominium costs RM1,050 and a RM1.2 million landed house RM2,450. A RM100,000 property hits the RM400 minimum. A RM10 million factory works out at RM16,133.33, or RM24,200 if valued for the Securities Commission.
| Property value | Calculation ("Improved Value") | Fee |
|---|---|---|
| RM100,000 | 1/4% × RM100,000 = RM250, below the minimum | RM400 |
| RM500,000 condominium | RM250 + 1/5% × RM400,000 (RM800) | RM1,050 |
| RM1.2 million landed house | RM250 + 1/5% × RM1,100,000 (RM2,200) | RM2,450 |
| RM10 million factory | RM250 + RM3,800 + RM8,333.33 (1/6% × RM5m) + RM3,750 (1/8% × RM3m) | RM16,133.33 |

Which scale applies to my valuation?
Valuations for submission to the Securities Commission or Bank Negara Malaysia, and plant and machinery valuations, use the higher scale starting at 3/8%, with a RM2,000 minimum. Other capital valuations on an "Improved Value" basis use the scale starting at 1/4%, with a RM400 minimum.
The purpose decides the scale, so the same building can cost more to value for a Securities Commission submission than for a sale. If you are unsure which applies, ask the valuer to state the scale and purpose in the letter of engagement before work starts. Get the fee in the same letter. It is the document both sides will turn to if a question about the invoice comes up later.

What about rental valuations, updates and revaluations?
Rental and rating valuations start at 7% of the first RM6,000 of annual rental, with a RM400 minimum. Update valuations cost at least 15% of the scale fee and revaluations at least 30%, or RM400, whichever is higher. Retrospective valuations may be charged up to ten times the scale.
- Rental and rating: 7% on the first RM6,000 of annual rental, 4% on the next RM12,000, 3% on the next RM24,000, 2.5% on the next RM120,000, 1.5% on the next RM838,000, and 1% above RM1 million.
- Retrospective valuations must look back at least 5 years. The ten-times rule does not apply to land acquisition valuations.
- Mass valuations for local authorities: RM45 per holding for the first 30,000 holdings, RM40 for the next 20,000, then RM35.
How are land acquisition valuation fees set?
When the Land Administrator pays for a claimant's valuation report under the Land Acquisition Act, the fee follows the award: RM1,500 up to RM50,000, RM2,500 up to RM500,000 and RM3,500 up to RM1 million. Larger awards pay at least RM3,500 plus a tiered percentage.
The fee is based on the amount awarded by the District Land Administrator and excludes disbursements and work for negotiations or court attendance.
Can a valuer charge extra?
Yes, for specific items on top of the scale fee: actual costs such as printing, plans and travel; RM150 an hour or RM800 a day for negotiations and meetings; and RM200 an hour or RM1,000 a day for giving evidence before judicial bodies.
Postponements at short notice carry a minimum charge of RM400 in the same town and RM800 elsewhere. None of these extras can be claimed against the Land Administrator for land acquisition valuations.
Is a WhatsApp indicative value the same as a valuation?
No. Under MVS Standard 12.3.8 and LPPEH (BOVAEP) Notification 08/2026, a written indicative value may go only to a bank, by WhatsApp or email, with the full disclaimer. It is not a valuation report, and anyone who needs to rely on a figure should commission one.
