Short on CPD Hours? A Q4 Catch-Up Plan for Valuers, Estate Agents and Property Managers

Short on CPD Hours? A Q4 Catch-Up Plan for Valuers, Estate Agents and Property Managers

If you are still short of CPD hours with three months of the year left, the rules give you some room: a carry-forward, an extension and a clear count per seminar. They also have limits that catch people out in December.

Key regulatory takeaways

  • Requirement: 10 CPD credit hours a year with at least 5 physical (registrants aged 55 and below); 5 hours with at least 3 physical (over 55, and probationers). LPPEH/BOVAEP CPD Guidelines, Fourth Edition (2023), clause 8.1.
  • A physical seminar earns at most 5 credit hours, and an online webinar at most 3 a day (clauses 15.1 and 15.2).
  • The Board may grant an extension of up to three calendar months (clauses 13.1(e) and 13.2(d)).
  • Organisers must apply for approval at least one month before an event (Notification 14/2025), so December programmes are fixed by November.

I am short of CPD hours. What can I still do this year?

Count what you have, then book physical seminars first, because the physical minimum cannot be made up online. One 5-hour physical seminar covers the physical minimum for registrants aged 55 and below. A second seminar, physical or online, completes the 10 hours. Check that each programme already has Board-approved credit hours.

How many CPD hours can I earn in one day, online or in person?

A physical seminar earns at most 5 credit hours and an online CPD webinar at most 3 a day, under clauses 15.1 and 15.2 of the CPD Guidelines. Two-day events cap at 10 physical or 6 online hours, and online attendance at a hybrid seminar earns half the points.

Hours are counted to the nearest half hour, and meals, breaks, Q&A and welcoming speeches are excluded (clause 15.4). A physical seminar is capped at 5 credit hours, even when it runs all day.

Board-approved PEPS seminars and their credit hours are listed on the PEPS CPD page.

Can I get an extension if I miss the CPD deadline?

The Board may grant an extension of time not exceeding three calendar months, for both registrants and probationers. That is under clauses 13.1(e) and 13.2(d) of the CPD Guidelines. Without the hours or an extension, the Board will not renew your Authority to Practice or Probationary Status (clause 7).

Plan to finish without it. The extension is at the Board's discretion, and the hours still have to come from approved programmes.

Can extra hours this year count for next year?

Registrants who record more than 10 credit hours may carry forward the excess to the next year, up to a maximum of 5 hours. Probationers may not carry forward any hours. A registrant who finishes the year at 15 hours therefore starts next year with 5 already counted.

Can I claim hours for a course I attended elsewhere?

Yes, if the CPD objective is met. Apply to the Board on Form B (Individual) with a portfolio of evidence: date, time, venue, topic, brochure, programme outline, certificate of attendance and course notes. Under clause 12.4, the request must be made within the same year you attended.

In the last quarter that deadline matters. A relevant course from earlier in the year has to be claimed before 31 December or it is lost.

Can I ask for an exemption instead?

Only in special circumstances, such as a severe illness or full-time study leave, under clause 20.3. Apply in writing with reasons and evidence no later than 31 December, and attach the Board's exemption letter to your renewal application. Registrants aged 55 and above are not exempt; their requirement falls to 5 hours.

A Q4 catch-up plan

  1. Now: add up your recorded hours, physical and online separately. The Guidelines require you to keep your own record.
  2. October: book any physical seminar you still need. This is the one gap online learning cannot fill.
  3. November: top up with online or further physical sessions, checking each has approved credit hours.
  4. December: keep certificates and attendance records together for renewal and any audit.

Frequently asked questions

I am over 55. How many hours do I need?

Five CPD credit hours a year, with at least three attended physically.

Does a free talk count for CPD?

No. Clause 15.6 of the Guidelines says free events do not qualify.

I qualified this year. Do I need CPD?

No. Clause 16.1 says the requirement does not apply in your first registration year. The following year is pro-rated to your months in practice.

Do RENs need CPD?

No. Real Estate Negotiators renew through the REN Renewal Programme (RRP), formerly CDP.

Update, October 2026

A PEPS review of the LPPEH BIS CPD programme listing on 13 October 2026 counted 536 programmes from 88 organisers for 2026.

LPPEH Notification 25/2026 (1 October 2026) makes CPD certificates part of the 2027 renewal. Authorities to Practice expire on 31 December 2026, and the renewal is filed on the BIS portal with Form D, the CPD certificates and a bankruptcy declaration from the Insolvency Department.

If you need physical hours, book them first. See sessions and credit hours on the PEPS CPD page. For the online part, including evening sessions after work, see the PEPS Ventures CPD calendar, and confirm each programme's approved hours before you pay.
