NCC, RRP, CDP, CPD. Four acronyms, three courses, and every year some negotiators book the wrong one.
The mix-up costs more than the course fee. An expired negotiator who books RRP instead of the NCC loses the day and still cannot renew. A registered estate agent who books RRP has bought a course that does nothing for their CPD. This article puts the three side by side, with the 2026 rules from the Board.
Key regulatory takeaways
- NCC: once, to enter the profession as a REN, or to reactivate an expired tag.
- RRP (formerly CDP): every year, only for RENs whose tag is active. RRP 2026 runs from 1 May to December 2026 (LPPEH/BOVAEP Notification 07/2026).
- CPD: every year for registered V, E and PM: 10 credit hours, 5 of them physical, or 5 hours if over 55. Probationers need 5 (CPD Guidelines, clause 8.1).
- Since 5 March 2026, NCC and RRP may not be held at agency or firm premises (Notification 4/2026).
Is CDP the same as RRP?
Yes. The REN Renewal Programme (RRP) replaced the Continuous Development Program (CDP) as the yearly course a Real Estate Negotiator attends to renew a REN tag. Many people still search for a CDP course, but the course to book for renewal with LPPEH (BOVAEP) is RRP.
NCC vs RRP vs CPD: which course do I need?
Take the NCC once, to become a REN or to reactivate an expired tag. Take RRP every year while your REN tag is active. Earn CPD hours every year if you are a registered valuer (V), estate agent (E), property manager (PM) or a probationer.
| NCC | RRP (formerly CDP) | CPD | |
|---|---|---|---|
| Full name | Negotiators Certification Course | REN Renewal Programme | Continuing Professional Development |
| Who it is for | Anyone becoming a REN | RENs with an active tag | Registered V, appraisers, E, PM, and probationers |
| How often | Once; again only to reactivate an expired tag | Every year | Every year |
| What is required | Attend the 2-day course | Attend an RRP session with an appointed body | 10 credit hours (5 physical); 5 hours (3 physical) if over 55 or a probationer |
| What it unlocks | The certificate your firm needs to apply for your REN tag | A digital RRP certificate for renewing your tag | Renewal of your Authority to Practice or Probationary Status |
| If you miss it | You cannot be certified as a REN | Your tag lapses; reactivating it means the NCC again | The Board will not renew your registration or status |

Which course applies in my situation?
A new entrant takes the NCC. An active REN takes RRP before year end. A REN whose tag has expired takes the NCC again. A probationary estate agent earns 5 CPD hours. A registered estate agent over 55 earns 5 CPD hours, at least 3 of them physical.
- New to the industry: the 2-day NCC. The certificate is valid for one year, so join a firm within that time.
- Active REN: RRP 2026 before 31 December, then renew on BIS2 with a bankruptcy search.
- Expired REN: the NCC again. An RRP 2026 certificate cannot renew an expired tag (Notification 07/2026, Note 2).
- Probationer (PEA, PV, PPM): 5 CPD credit hours, at least 3 physical, with no carry-forward.
- Registered E, V or PM aged 55 and below: 10 CPD credit hours, at least 5 physical.
When and where can I attend RRP 2026?
RRP 2026 runs from 1 May to December 2026 under LPPEH Notification 07/2026, through seven appointed bodies: RISM, PEPS, PENILAISAMA, MIEA, MIPFM, PEHAM and IMPAC. It is only for negotiators with an active REN tag, and the digital certificate is issued through BIS2 afterwards.
- Royal Institution of Surveyors Malaysia (RISM)
- PEPS
- Persatuan Penilai Sektor Awam Malaysia (PENILAISAMA)
- Malaysian Institute of Estate Agents (MIEA)
- Malaysian Institute of Property and Facility Managers (MIPFM)
- Persatuan Perunding Hartanah Muslim Malaysia (PEHAM)
- Institut Ejen dan Perunding Hartanah Malaysia (IMPAC)
Renewal must be completed on BIS2 before the end of 2026, with a bankruptcy search from the Malaysian Department of Insolvency. Since Notification 4/2026, no session may be held at an agency's premises. PEPS runs RRP in the Klang Valley, Johor, Penang and East Malaysia.
Do RENs need CPD?
No. CPD under the LPPEH CPD Guidelines applies to registered valuers, appraisers, estate agents and property managers, and to probationers. Real Estate Negotiators meet their yearly requirement through the REN Renewal Programme instead, attended with one of the seven appointed bodies before the end of the year.
