Your 2026 CPD Plan: How Valuers, Estate Agents and Property Managers Should Earn Their Credit Hours

24 Mar 2026  ·  PEPS Secretariat & Education Committee

Your 2026 CPD Plan: How Valuers, Estate Agents and Property Managers Should Earn Their Credit Hours

CPD usually goes wrong in December, when a registrant counts their certificates and finds they are three physical hours short.

The rules are clear enough to plan around in March. Here is what the Board requires in 2026, how hours are counted, and a simple way to meet the requirement without a year-end scramble.

Key regulatory takeaways

  • 10 CPD credit hours a year, at least 5 physical, for registrants aged 55 and below; 5 hours, at least 3 physical, for over-55s and probationers (CPD Guidelines, clause 8.1).
  • A physical seminar earns at most 5 credit hours, and an online webinar at most 3 a day (clauses 15.1 and 15.2).
  • Online attendance at a hybrid seminar earns 50% of the points (LPPEH/BOVAEP Notification 19/2025).
  • Organisers must apply for approval at least one month before an event (Notification 14/2025).

How many LPPEH CPD hours do I need in 2026?

Registered valuers (V), appraisers, estate agents (E) and property managers (PM) aged 55 and below need 10 CPD credit hours a year, at least 5 attended physically. Registrants over 55 need 5 hours (3 physical), and probationers need 5 hours (3 physical), under the LPPEH CPD Guidelines.

Registered V, appraisers, E and PM aged 55 and below10At least 5Up to 5 excess hours
Registrants over 555At least 3Up to 5 excess hours
Probationary valuers (PV), estate agents (PEA) and property managers (PPM)5At least 3Not allowed

Real Estate Negotiators are not on this list. RENs renew through the REN Renewal Programme (RRP, formerly CDP) instead.

How are CPD credit hours counted?

One credit hour is earned for each hour spent directly on an approved activity, counted to the nearest half hour. A physical seminar earns at most 5 hours, an online webinar at most 3 a day, and online attendance at a hybrid seminar earns half the points.

  • A seminar of two days or more earns at most 10 hours if physical, or 6 if online (clause 15.3).
  • Meals, refreshment breaks, Q&A sessions and opening or welcoming speeches do not count (clause 15.4).
  • Free events do not qualify (clause 15.6).
  • The relevance of the topic to the profession is part of the Board's assessment (clause 15.5).

A physical seminar is capped at 5 credit hours, even when it runs all day.

Can I do my CPD online?

Yes, up to a point. Online webinars count for up to 3 credit hours a day, but the physical minimum must still be met in person. Registrants aged 55 and below can do up to 5 of their 10 hours online. Registrants over 55 and probationers can do up to 2 of their 5.

WhoTotal hours a yearPhysical minimumMost that can be online
Registered V, E and PM aged 55 and below1055
Registrants over 55532
Probationers (PV, PEA, PPM)532

Watch two rules. A webinar earns at most 3 credit hours a day (clause 15.2), however long it runs. And joining a hybrid seminar online earns only half its points (Notification 19/2025), so a webinar run as an online event is the better choice for your online hours.

Is there CPD in the evening for people who work during the day?

Yes. PEPS Ventures runs online CPD programmes, including evening sessions such as 8.00pm to 11.00pm, for practitioners who cannot step away from viewings and clients during the day. A three-hour evening webinar fits the Board's 3-hour daily cap for online CPD exactly.

Online and evening sessions suit agents with weekend viewings, valuers on site during office hours, and property managers on call for their buildings. See the current list of online and evening programmes, with the CPD hours each one carries, on the PEPS Ventures CPD page. Before you pay, check that the programme's credit hours have been approved by the Board.

What is the simplest way to plan 10 hours?

Book two Board-approved physical seminars of 5 credit hours each, one in each half of the year. That covers the full 10 hours, including the 5-hour physical minimum, without relying on online sessions. Check each programme has approved credit hours before you pay.

  1. March to June: attend one physical seminar of 5 credit hours. Your physical minimum is done.
  2. July to October: earn the remaining 5, physical or online. Two evening webinars of 3 hours each cover them, with an hour to spare.
  3. By October: add up your own CPD record and fill any gap while approved programmes are still on the calendar.

Under Notification 14/2025, organisers apply on Form A and Form A1, with a processing fee, at least one month before the activity and by the 30th of each month. A programme with no approved credit hours a few weeks out may never count.

Plan your first 5 physical hours now. See Board-approved seminars on the PEPS CPD page.

What happens if I do not complete my CPD hours?

Under clause 7 of the LPPEH CPD Guidelines, the Board will not renew your Authority to Practice, or a probationer's Validity of Probationary Status, unless an exemption applies. The Board may grant an extension of up to three calendar months to make up the shortfall.

A registrant who has been suspended or has ceased practice needs 10 CPD hours for reinstatement, and a suspended probationer needs 5 (clause 18). The Board can also audit approved programmes at random, inspect attendance books and send observers without notice (clause 14).

Can I carry forward extra CPD hours?

Registrants who record more than 10 credit hours may carry the excess forward to the next year, up to a maximum of 5 hours. Probationers cannot carry forward. A registrant who finishes 2026 with 14 hours starts 2027 with 4 already counted.

Keep your own record of every activity and certificate. The Guidelines put that duty on the registrant, and the Board may ask for it.

Can I claim CPD hours for a course I found myself?

Yes. Under clause 12 of the CPD Guidelines, any registrant or probationer may apply for credit hours on Form B (Individual), provided the CPD objective is met. Attach a portfolio of evidence: date, time, venue, topic, brochure, programme outline, certificate of attendance and course notes. Apply within the same year.

This route suits a relevant overseas conference or a specialist programme not run by a local organiser. It is slower than attending a pre-approved seminar, and the Board decides the hours.

Can I be exempted from CPD?

The Board may grant full or partial exemption in special circumstances, such as a severe illness or full-time study leave, under clause 20. Apply in writing with reasons and supporting evidence, no later than 31 December of the year. Submit the Board's exemption letter with your renewal application.

Registrants aged 55 and above are not exempt. Their requirement falls to 5 hours, at least 3 of them physical.

Which CPD courses and topics should I choose?

Choose topics you will use at work, because relevance to the profession is part of how the Board assesses an activity under clause 15.5. In 2026 that points valuers to the Malaysian Valuation Standards and property managers to the new MPMS Third Edition.

Estate agents should look at agency practice under Act 242 and anti-money laundering compliance. The Malaysian Property Management Standards, Third Edition, have been in force since 1 March 2026.

LPPEH Notification 25/2026 (1 October 2026) makes CPD certificates one of the documents for the 2027 renewal. Authorities to Practice expire on 31 December 2026.
