Most people who ask how to become a real estate negotiator expect an exam. The real route is shorter.
The route into Malaysian estate agency as a Real Estate Negotiator (REN) is a two-day course, a job offer from a registered firm and an application the firm files for you. The detail sits in the paperwork, and that is where new negotiators lose weeks. This guide walks through each step in the order it happens.
Key regulatory takeaways
- The Negotiators Certification Course (NCC) takes 2 days, is open to anyone, and its certificate is valid for 1 year from issue.
- A REN works under a registered estate agency firm, under the Valuers, Appraisers, Estate Agents and Property Managers Act 1981 (Act 242).
- The firm, not the negotiator, applies to LPPEH (BOVAEP) through the BIS portal, which moved to a new system in 2025 (Notification 15/2025).
- Foreign applicants need a valid work permit and a statutory declaration (Notification 8/2025, 19 June 2025).
What are the steps to get a REN tag in Malaysia?
Attend the 2-day Negotiators Certification Course (NCC) with a Board-approved association such as PEPS. Join a registered estate agency firm on a contract of service or for service. The firm then applies to LPPEH (BOVAEP) through the BIS portal, and once approved you receive your REN number and tag.
- Attend the NCC. Two consecutive days, usually a weekend.
- Collect your certificate of attendance. It is valid for one year, so join a firm within that time.
- Join a registered estate agency firm. You can be employed on a contract of service, as an employee, or engaged on a contract for service, as an independent contractor.
- The firm applies for your REN registration on the Board's BIS portal.
- LPPEH certifies you and issues your REN number and tag. Only then may you represent sellers, landlords, buyers or tenants.
What does the NCC course cover?
The NCC covers the foundations of estate agency practice in Malaysia: the Valuers, Appraisers, Estate Agents and Property Managers Act 1981 (Act 242) and its 1986 Rules, ethics and professional conduct, marketing and listings, the basics of property management, negotiation and closing, and customer service.
- Introduction to agency practice: how the industry works and where a negotiator fits.
- Legal framework: Act 242 and the 1986 Rules, so you know what you may and may not do.
- Ethics and conduct: the code that separates a negotiator from an illegal broker.
- Marketing and listings: presenting a property and getting it seen.
- Property management basics: the responsibilities that come with different property types.
- Negotiation and closing: moving a deal from offer to completion.
- Customer service: the habits that bring repeat clients and referrals.
What documents does the REN application need?
Your estate agency firm submits an application form with your IC-size photo on a white background, a copy of your IC, the firm's employment letter and a copy of your NCC certificate of attendance. Foreign applicants must add a valid work permit and a statutory declaration under Notification 8/2025.
| Document | Who provides it |
|---|---|
| Application form | Completed with the estate agency firm |
| IC-size photo, white background | You |
| Photocopy of your IC | You |
| Employment letter from the firm | The firm |
| Photocopy of your NCC certificate of attendance | You, from the NCC provider |
| Foreigners only: valid work permit and statutory declaration | You |
A blurred photo or a missing employment letter sends the application back to the firm. Check the set before the firm files it.

Can a foreigner become a REN in Malaysia?
Yes, if they complete the NCC and hold a valid work permit. Under LPPEH Notification 8/2025, that means an Immigration Department permit designated "Real Estate Negotiator" with a registered firm, a resident pass, or a spouse visa with work endorsement, plus a statutory declaration with every application.
The work permit must be submitted again at every renewal. The statutory declaration states that the applicant does not practise real estate agency outside Malaysia, and it applies to new applications and renewals alike.
What can a REN not do?
A REN cannot set up their own agency, work without the official REN tag, or swap it for a company name tag. They must work under a registered estate agency firm, supervised by a Registered Estate Agent. Producing anything that imitates the REN tag is an offence.
The tag carries your name, photo, REN number, firm name, firm registration number, a QR code and security features. Clients can scan the QR code with a phone and see your details. A negotiator dealing without a tag is acting as an illegal broker.
How do RENs keep their tag active?
REN certification is renewed every year. A REN attends the REN Renewal Programme (RRP), formerly the Continuous Development Program (CDP), run by a Board-appointed body such as PEPS, and the renewal is then completed on the LPPEH system. Registered estate agents (E) follow CPD rules instead.
A tag that lapses is not renewed through RRP. The negotiator has to sit the NCC again. Book RRP early in the year, as soon as the programme opens.
How do I choose the right estate agency firm?
Pick a firm you can verify. Search it on the LPPEH website and confirm its registration is Active, ask which Registered Estate Agent will supervise you, and ask how the firm trains new negotiators. Your REN tag will carry the firm's name, so its standing becomes yours.
Ask, too, whether you will be on a contract of service or a contract for service, and what that means for how you are paid. Get it in writing before the firm files your application. A firm that cannot answer these questions clearly is a warning in itself.
How much is the NCC course fee, and where can I take it?
The PEPS NCC course fee is RM648. PEPS runs the 2-day NCC in the Klang Valley and Johor Bahru, usually over a weekend. Klang Valley sessions are held at venues including the PEPS office at Plaza Damas, Sri Hartamas. Johor Bahru sessions use Potpourri Boutique Hotel and Daiman 18 Golf Club.
Other Klang Valley venues include 8 Avenue Business Centre in Petaling Jaya and MAHSA Avenue International College in Kuala Lumpur, subject to enrolment.
Check the next dates and the current fee on the PEPS NCC page before you register. Malay speakers often search for it as kursus NCC.
