Large agencies used to bring the course to their people. An association would send trainers, the firm would clear its meeting room, and a batch of new negotiators would finish the NCC without leaving the office.
That stopped on 5 March 2026. A one-page notice from the Board ended in-house NCC and RRP sessions with immediate effect. Here is what it says, why, and what agency principals should do differently this year.
Key regulatory takeaways
- LPPEH (BOVAEP) Notification 4/2026, 5 March 2026: no NCC or RRP (formerly CDP) course may be held at any agency or firm premises.
- Every venue must be under the supervision and responsibility of the association running the course.
- The notice is addressed to all seven registered associations and institutions that run these programmes.
- Notification 2/2026, 27 February 2026: until 2026 renewals are done, show your 2025 practising licence or REN card.
Can an estate agency firm host an NCC course or RRP session in its own office?
No. Under LPPEH (BOVAEP) Notification 4/2026, dated 5 March 2026 and effective immediately, the registered associations may no longer run NCC or RRP courses at any agency or firm premises. Every venue must be under the association's own supervision and responsibility.
The notice records a decision taken at a Board meeting. It is short, and it leaves no room for exceptions: "any agency or firm premises" covers a firm's own office, a branch and a shared training room it controls.
Why did LPPEH ban in-house NCC and RRP sessions?
The Board gives two reasons in Notification 4/2026: to avoid misunderstanding among participants, and to avoid conflicts of interest between the programme organiser and the firm. It expects the change to make the NCC and RRP run more smoothly and in a more orderly way.
The logic is simple. A course held on a firm's premises, for that firm's negotiators, can blur who is in charge of attendance and assessment. Moving every session to a venue the association controls puts that responsibility in one place.
What changes for estate agency firms?
Firms can still send new and renewing negotiators to the NCC and RRP, but no longer host the classes. Book seats on an association's public schedule instead, at a venue the association supervises, and plan onboarding and renewal batches around those published dates.
| Before 5 March 2026 | From 5 March 2026 | |
|---|---|---|
| Where NCC and RRP may be held | Could be arranged at an agency's or firm's premises | Not at any agency or firm premises |
| Who supervises the venue | Could be the host firm | The association running the course |
| What firms do | Could host a class for their own negotiators | Register negotiators for an association-run session |

A practical plan for agency principals:
- List your intake. Count the new recruits you expect this year and when you need them on the road.
- Book NCC seats early. Popular weekend dates go first, and a new negotiator cannot be registered without the certificate.
- Plan renewals. When the year's RRP programme opens, book renewing negotiators in batches rather than leaving them to December.
- Budget for travel. Staff now go to the venue, so allow for travel time and the cost of a day out of the field.
- Keep the certificates. File each NCC and RRP certificate with the negotiator's records.

What does this mean for individual negotiators?
The course itself stays the same. The NCC still runs over two days and the RRP (formerly CDP) still counts towards your REN renewal. What changes is the venue: you travel to a session run and supervised by a registered association, alongside negotiators from other firms, instead of sitting the class at your own office.
Some negotiators will find this better. A mixed class means questions from people who work in different markets, and a trainer who answers to the association rather than to your employer. Bring your IC and arrive early. Attendance is what the certificate records.
How should a firm check a course before booking?
Confirm three things before you pay for a seat. The organiser must be one of the registered associations or institutions, the venue must be one that organiser supervises, and the session must lead to the certificate your negotiator needs, whether the NCC certificate of attendance or an RRP certificate.
A session offered at your own premises after 5 March 2026 fails the second test straight away. If a provider suggests it, decline and book a public date.
Where does PEPS hold its NCC and RRP courses?
At venues PEPS supervises. In the Klang Valley these include the PEPS office at Plaza Damas in Sri Hartamas, 8 Avenue Business Centre in Petaling Jaya and MAHSA Avenue International College in Kuala Lumpur. Johor Bahru sessions use Potpourri Boutique Hotel and Daiman 18 Golf Club.
PEPS RRP sessions also run in Penang and East Malaysia. The NCC runs over two consecutive days, usually a weekend.
Why is my 2026 REN card not ready yet?
LPPEH Notification 2/2026 of 27 February 2026 says 2026 renewals for registered individuals and RENs are still being processed after the move to a new system. Until they are completed, practitioners and negotiators only need to show their 2025 practising licence or REN card.
The notice is addressed to all registered estate agents (E), negotiators (REN) and firms. It says REN renewals will continue until further notice. The new system follows the Board's 2025 move to a new BIS portal (Notification 15/2025), which is also where firms file new negotiator applications. LPPEH lists 03-2288 8815, 8816 and 8817 for questions.
